Why is marijuana a Schedule I drug?

For the potential abuse of marijuana: In America the drug is SO illegal that if you get caught with it/doing it your only options are either jail or treatment, so how many people do you think will choose jail over rehab?? That's why statistics show that weed is addicting because the smart people went to rehab only to avoid prison
