Why do a lot of cartoon animals have "human" hair?

Human beings have hair to protect their scalps from the sun. It's not like a cartoon animal would need it. They have fur, feathers. scales, etc. to protect them. Is it just to make them more distinguishable or recognizable? .You can give a funny animal a tuft of fur, or feathers, and shape it up into a hairstyle. I am curious.
