Why hasnt anyone shot Goku in dragonball Z....?

Actually, in the very first episode of Dragonball, DBZ's prequel, Goku is shot in the head by Bulma. He's a little kid at the time and it still does basically nothing. So no one shoots them because bullets do nothing, even if they hit.
