Cutting the forelock?

You can achieve the look you want by separating the longest hairs and pulling them out, a few at a time. Your horse may not like it, so it could take several sessions to get the whole forelock done. Do a little at a time. I just slide the shorter hairs out of the way and pull only the long ones.
